I can't seem to find how to trigger the quest "Naughty Diversion"
You must have at least 5 STEALING to start the quest I think. I can't check because I'll be AFK for a while. You can check your current STEALING status in the menu btw. Also, I think there's a popup message if you don't have enough STEALING.
